VLTD and AIS-140, explained plainly
VLTD, AIS-140, VTU — three pieces of jargon for roughly one idea. If you own trucks in Odisha, here is the short version of what they mean and what they require of you.

The three terms
A VLTD is a Vehicle Location Tracking Device: the unit wired into your truck that reports where it is. AIS-140 is the Indian standard that device has to meet. VTU, Vehicle Tracking Unit, is another name for the same box — you will see it on registration paperwork.
So: you fit a VLTD, it must be AIS-140 certified, and it gets registered as a VTU against your vehicle number. One device, three names, depending on who is writing the form.
Why a certified device and not any tracker
A consumer tracker from a marketplace will show you a dot on a map perfectly well. What it will not do is satisfy the certification, because AIS-140 is not only about location — it covers how the device is built, how it behaves when power is cut, how it stores data when the network drops, and how it reports to the state system.
The practical consequence is simple. An uncertified tracker is money spent that does not make the truck legal to load.
What it means for a mineral-carrying truck
For mining work in Odisha the device also has to be live on a current subscription, not merely fitted. A certified device with a lapsed subscription puts the truck in the same position as no device at all.
That is the part that catches people out, because the hardware is visibly working. Nothing on the dashboard tells the driver the subscription has expired.
What you actually have to do

- Have it registered against the vehicle number, not just installed
- Keep the subscription current, every year, for every vehicle
- Keep the device powered — a disconnected tracker reports nothing
A note on moving a device between trucks
It can be done, but it is not a case of unbolting it and bolting it in elsewhere. The registration follows the vehicle, so the records have to be changed too. Tell us before you move it rather than after, and it stays straightforward.
Common questions
- Is VLTD the same thing as AIS-140?
- Not quite. VLTD is the device; AIS-140 is the standard it has to meet. In practice people use the terms interchangeably because for commercial vehicles the device has to be certified anyway.
- Can I use a tracker I bought online?
- Only if it is AIS-140 certified and can be registered against your vehicle. Most inexpensive marketplace trackers are not, and cannot.
- Does the device need its own SIM?
- The devices we fit come with a built-in e-SIM, so there is no separate SIM to buy or recharge. The annual subscription covers it.
